Establishment of the Institute of Educational Policy
A private corporation that is called “Institute of Educational Policy” (I.E.P.) is established and serves the public interest. It is located in Athens and supervised by the Minister of Education, Lifelong Learning and Religious Affairs.
Purpose and responsibilities
- The I.E.P. is a tactician scientific institution that supports the Minister of Education, Lifelong Learning and Religious Affairs on issues that regard primary and secondary education, as well as the transition from secondary to higher education.
- The purpose of I.E.P. is the scientific research and study of issues that are mentioned in the previous paragraph and the ongoing scientific and technical support of the planning and implementation of educational policy on those issues.
- In order to fulfill its purpose, the I.E.P. has, in particular, the following responsibilities:
a) It gives opinion or suggests, in response to a relevant query that is submitted by the Minister of Education, Lifelong Learning and Religious Affairs or, ex officio, on the following:
aa) issues that are relevant to the formulation, the ongoing modernization and the best implementation of the educational policy in all types of school units,
bb) issues regarding programs of studies of primary and secondary education, school books and other teaching means,
cc) the harmonization of teacher training and further-education of teachers, the selection of the teaching staff through the Supreme Council for Civil Personnel Selection, the program of scholarships by the Institution of State Scholarships as for the Sciences of Education and the educational leaves of teachers with the goals of the educational policy,
dd) issues regarding the evaluation of the administrative and educational structures of the primary and secondary education and of teachers,
ee) issues regarding the operation of Greek schools abroad and
ff) issues regarding the intercultural education and that of the homogeneity
b) Inquires and identifies duplications regarding research or experimental activities on educational issues that are carried out by various institutions. It gives opinion on or suggests ways to avoid those duplications and develop the available sources on those issues in the best way possible.
c) It systematically studies:
aa) the issues that are related to school life and gives opinion on or suggests ways to improve it
bb) the issues of special education as well as the teaching goals and needs of particular groups of the student population. It gives opinion on or suggests ways to successfully achieve and deal with them and
cc) the factors that directly or indirectly shape the profile, the operation and the effectiveness of the school units, such as the structure of education, the organizational- administrative system and the physical infrastructure. It gives opinion on and suggests the optimal necessary interventions
d) It materializes supportive actions on issues regarding the afore-mentioned responsibilities, in view of the implementation of new educational policies. Upon the decision of the Minister of Education, Lifelong Learning and Religious Affairs that is published in the Gazette, the materialization of those actions is assigned to I.E.P. and any relevant issue is regulated.
