Aim and responsibilities
1. IEP is an executive, scientific body that supports the Ministry of Education, Religious Affairs and Sports and the supervised bodies in matters regarding primary and secondary education, teacher training, the transition from the secondary to Higher Education, the post-secondary education, the confrontation of educational inequities/inequalities, student dropout and early school leaving aiming at the assurance of every child’s right to education. Cooperation with IEP is required for every relevant initiative or action taken by the Ministry of Education, Religious Affairs and Sports departments or the agencies supervised by it.
2. Aim of the Institute of Educational Policy (IEP) is the scientific research and study of the aforementioned issues as well as the continuing scientific and technical support on relevant educational policy planning and implementation.
3. IEP has the following key responsibilities:
a. It delivers an advisory opinion in response to relevant queries submitted by the Minister of Education, Religious Affairs and Sports, or proposes ex officio in relation to the following:
i. educational policy formulation, the constant modernization and optimal application of educational policy to all school types as well as the programming and assessment of school educational work
ii. primary and secondary education programs of study/curricula, school books as well as other educational/printed and digital material
iii. the attunement of training and teacher training
iv. evaluation of the administrative and educational structures of primary and secondary education aiming at the enhancement of their quality
v. operation of Greek schools abroad
vi. education of expatriated Greeks, immigrants, refugees along with intercultural education
vii. primary, secondary and post-secondary education teacher training, like the policy planning for the reeducation and accreditation of educational institutions, the coordination and monitoring of the implementation, accreditation and evaluation procedures, the constitution of educator registries and the formation of inclusion criteria, the authoring of studies on training matters or the assignment to third parties to author relevant studies, the organization of publicity events plus the dissemination of results regarding training actions as well as the responsibility for the development and sustainability of training actions.
b. It probes and identifies overlaps in educational research or experimental activities carried out by various institutions on educational matters, issues opinions on ways to avoid these overlaps and utilize available sources in the best way possible.
c. It systematically studies issues relating to:
i. school life and advises or proposes ways to improve it
ii. matters or factors related to school dropout and early school leaving; it advises or proposes ways to confront these phenomena
iii. matters of special education and culture as well as the educational needs of specific groups among the pupil population; it advises or proposes on means to fulfill and face them
iv. factors that affect directly or indirectly the profile, function and effectivity of schools such as the structure of education, the organizational-administrative system and the logistical infrastructure plus advises and proposes for the best necessary interventions
v. matters related to the planning, carrying out and development of educational policy aiming at the reeducation of teachers and the relevant actions.
d. It draws up and implements support actions on issues regarding the aforementioned responsibilities in the frame of reference of new educational policies.
e. It plans the national strategy for teacher training and monitors its implementation in accordance with its responsibilities.
f. It proposes the measurements and policy for the support and evaluation of school operation.
4. The implementation of a particular action can be assigned to IEP and any other relevant issue can be regulated via a schedule agreement between the aforementioned ministry and IEP.
5. Regarding decisions of institutions monitored by the Ministry of Education, Religious Affairs and Sports which are directly connected to the responsibilities of the Institute of Educational Policy, cooperation with the Institute is required.
6. In fulfillment of its mission, the Institute of Educational Policy cooperates and can conclude a Memorandum of Cooperation with agencies of the Ministry of Education, Religious Affairs and Sports, the Ηigher Education Institutions, particularly the Education Departments, the research bodies, the education advisory councils, the study and research institutions and organizations within the country or abroad along with other public or private sector bodies with a related mission or members of the aforementioned bodies.
